Ministry of Human Resource Development, Government of India in 2018, initiated Samagra Shiksha as merged Yojana for School Education. Samagra Shiksha has appeared  by the integration of - Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

Samagra Shiksha purpose to offer inclusive and equitable quality education to all children from the age of 4 to 18 years and at all levels of school education from Pre-school to Senior Secondary in the nation in accordance with UN Sustainable Development Goals (SDG-4) for Academic.

In Gujarat Samagra Shiksha plan is being applied by Gujarat Council of School Education (GCSE). It focuses on assuring  inclusive and equitable quality education from pre-school to higher secondary stage in accordance with the Sustainable Development Goal (SDG) for Academic.

Gujarat Council of School Education (GCSE) has grown from an agency for applying various different plans in school education sector in the state.
Under Samagra Shiksha, every the 33 districts and 4 Municipal Corporations in Gujarat are being covered.
Decentralized Management structure is accepted for effective implementation of the plans .
